BatStateU opens 7th IRCIEST, ignites global dialogue on transformative research and innovation With bold steps toward fostering research that drives global transformation, Batangas State University, The National Engineering University (BatStateU The NEU), officially opened the 7th International Research Conference on Innovations in Engineering, Science, and Technology (IRCIEST) on October 22, at BatStateU Pablo Borbon Campus, reaffirming its leadership in propelling innovation and research excellence across the country and the ASEAN region. Anchored on the theme “Engineering the Future: Transformative Research for Global Advancement,” this year’s biennial conference gathers delegates from across the Philippines and abroad, including faculty researchers, policy experts, government officials, and industry partners, to explore research breakthroughs and practical solutions toward the realization of national and global sustainable development goals. Dr. Tirso A. Ronquillo, President of BatStateU and NEU, opened the program by welcoming innovators, researchers, academicians, and visionaries from different regions and countries. He pointed out that the growth of IRCIEST over the past 12 years reflects both the original vision of the initiative and the evolving challenges of today’s world. “The importance of this conference goes beyond mere statistics or publications… it is about translating knowledge into real-world applications that benefit communities, industries, and nations,” he remarked in his welcome address. The opening program was further enriched by the acknowledgment of co-hosts and partner institutions, led by Conference Chair Engr. Albertson D. Amante, BatStateU Vice President for Research, Development, and Extension Services. Representing a strong international network, this year’s co-hosts include Ho Chi Minh City University of Technology (HUTECH) in Vietnam; Indian Maritime University (IMU) in India; University of the Built Environment in the United Kingdom; and Universiti Teknologi Malaysia (UTM).  From the local research landscape, the conference is co-hosted by Bicol State College of Applied Sciences and Technology (BISCAST), Caraga State University (CSU), Cavite State University (CvSU), Central Bicol State University of Agriculture (CBSUA), Eastern Visayas State University (EVSU), Ifugao State University (IFSU), Jose Rizal Memorial State University (JRMSU), Kalinga State University (KSU), Laguna State Polytechnic University (LSPU), Mariano Marcos State University (MMSU), Rizal Technological University (RTU), Samar State University (SSU), and University of Southern Mindanao (USM). The conference also proudly collaborates with the Department of Science and Technology (DOST), which is set to showcase its landmark commercialization initiative, Inno.Venta 2025—an innovation marketplace that aims to accelerate the deployment of Filipino R&D outputs to industry and community. This initiative will take center stage in the days ahead, alongside high-impact plenaries, panel discussions, and paper presentations. A highlight of the program was the Keynote Message delivered by Dr. Muhammad Qasim Rana, Senior Lecturer at the University of the Built Environment, United Kingdom. His thought-provoking discourse on “Transformative Research in the Age of the Fourth Industrial Revolution” laid a critical foundation for the conference’s intellectual direction. Dr. Rana emphasized the importance of harnessing emerging technologies—such as artificial intelligence, robotics, digital twins, and quantum computing—not only to drive innovation but also to ensure responsible and inclusive development. He explained that the Fourth Industrial Revolution demands a new generation of researchers with qualities such as empathetic leadership, systems thinking, cultural intelligence, and adaptive foresight to effectively navigate and shape technological change. Moreover, he also shared his perspective on the rapid pace of technological advancements: “Because each innovation accelerates the previous one, we will see which is the most efficient these days. This is meant to enhance our decision-making, speed, and sustainability, which are already in progress. The purpose of the Industrial Revolution is to transform how we design, produce, govern, and consume. It aims to bridge the gap between technology, human value systems, ethical innovation, inclusive innovation, climate change, and sustainability,” he said.  In closing, Dr. Rana left the audience with a thought-provoking challenge: “I am leaving you with these questions: Are we ready for a dynamic transformation? Are we ready for the challenges and opportunities posed by Artificial Intelligence?” As the three-day conference unfolds, participants can expect cutting-edge plenary talks, multi-track paper presentations, and thematic panel sessions on topics ranging from robotics and automation, machine learning, and green technologies, to AI, technopreneurship, agriculture, climate resilience, and university innovation ecosystems. Resource speakers will include academicians, researchers, and innovators from the Philippines, the United Kingdom, Malaysia, India, and Vietnam. Highlights in the succeeding days include the Inno.Venta Innovation Marketplace, a ceremonial exhibit launch, and immersive panel forums with leaders from the government, academia, and industry—including DOST, CHED, PEZA, IPOPHL, and the Philippine Chamber of Commerce and Industry. In convening thought leaders, researchers, technologists, and students under one roof, the 7th IRCIEST serves as a vital platform for dialogue, collaboration, and action, furthering BatStateU’s vision of engineering a future driven by purpose and progress. Who Can Apply Admission Stages Project Experience Portfolio (PEP) Application Procedure Who Can Apply Undergraduate Programs Applicants must have completed, or be currently enrolled in, Senior High School from any recognized institution. Graduate Programs Click this link to see the list of graduate programs Admission Stages Admission to the BatStateU Aboitiz LIMA Campus involves two key stages, each designed to evaluate both academic strength and applied technical experience: BatStateU College Admission Test (CAT) Assesses core competencies in: Logic and reasoning Numerical ability Communication skills Technical ability (Weight: 50% of total admission score) Project Experience Portfolio (PEP) and Interview Evaluates prior project experience, technical proficiency, creativity, and problem-solving abilities through: Submission of project outputs Interview with faculty and industry representatives (Weight: 50% of total admission score) Applicants must obtain a minimum of 25% in each stage to qualify for ranking and selection. Project Experience Portfolio (PEP) The Project Experience Portfolio is a signature component of the BatStateU Aboitiz LIMA Campus admissions process, reflecting our strong link between academic learning and industry application. This collaboration combines BatStateU’s legacy of academic excellence with Aboitiz’s leadership in infrastructure, technology, energy, and sustainability. Together, they aim to nurture a new generation of professionals who are both academically proficient and industry-ready, equipped with the competencies to thrive in a rapidly evolving global economy. The partnership took root in August 2024, when the concept of a BatStateU campus within LIMA Estate was first presented to Mr. Raphael De Mesa, Head of Aboitiz InfraCapital Economic Estates. Strategic dialogues continued in early 2025, leading to joint activities such as curriculum co-development workshops, technical planning sessions, and engagements with key industry stakeholders within the estate. A major milestone was reached on June 13, 2025, when the Aboitiz InfraCapital Board approved the donation of ten hectares of land within the LIMA Estate to BatStateU for the development of its new engineering and technology campus. This was followed by the University Board of Regents’ approval on June 19, 2025, formally establishing the BatStateU Aboitiz LIMA Campus and its program offerings. The partnership was officially sealed on August 12, 2025, through a Memorandum of Agreement signed in Makati City. Batangas State University’s computing programs secure highest mark of re-accreditation from global accreditor—CAC-ABET

Continuing its upward trajectory as a globally recognized institution for innovation and excellence, Batangas State University, The National Engineering University (BatStateU The NEU), proudly announces that its Bachelor of Science in Computer Science (BSCS) and Bachelor of Science in Information Technology (BSIT) programs have officially received the highest mark of re-accreditation from the Computing Accreditation Commission (CAC) of the Accreditation Board for Engineering and Technology (ABET), www.abet.org, under the commission’s General Criteria and Program Criteria for Computer Science and Information Technology, and Similarly Named Computing Programs. Based in Baltimore, Maryland, USA, ABET is a premier global accreditor for college and university programs in applied and natural sciences, computing, engineering, and engineering technology. Following a rigorous evaluation conducted by experts and representatives from CAC-ABET, this milestone affirms that BatStateU’s computing programs meet the highest standards to produce graduates ready to enter critical technical fields that are leading the way in innovation and emerging technologies while upholding public welfare and safety. This ensures that BatStateU graduates are equipped with the skills and knowledge needed to thrive in a rapidly evolving digital world. The on-site program review, which took place from November 10-12, 2024, assessed the programs’ curriculum design, faculty credentials, learning outcomes, computing facilities, stakeholder engagement, and institutional support. The assessment verified that both computing programs under the College of Informatics and Computing Sciences (CICS) of BatStateU Alangilan deliver high-impact, future-ready education that is aligned with the demands of the global IT and computer science industries. “With this CAC-ABET accreditation, we reaffirm our commitment to excellence not only in engineering but also in computing education,” said University President Dr. Tirso A. Ronquillo. “This global recognition certifies that our computing programs are designed and delivered to empower students for leadership, innovation, and service in the digital age,” he added. Notably, BatStateU The NEU is the first and, thus far, the only state university in the Philippines with both engineering and computing programs accredited by ABET under its Engineering Accreditation Commission (EAC) and CAC. The recognition of the BSCS and BSIT programs further strengthens the university’s global competitiveness and opens opportunities for its students and graduates to engage in international academic mobility, pursue higher studies abroad, and become highly sought-after professionals in local and global tech industries. Sought worldwide, ABET’s voluntary peer-review process is highly respected because it adds critical value to academic programs in the technical disciplines, where quality, precision and safety are of utmost importance. Developed by technical professionals from ABET’s member societies, ABET criteria focus on what students experience and learn. ABET accreditation reviews look at program curricula, faculty, facilities and institutional support and are conducted by teams of highly skilled professionals from industry, academia and government, with expertise in the ABET disciplines.
